VBS2Fires Observer placement limitations

There no limitations on a placement of a VBS2Fires Observer, other than those that would normally be imposed on that unit by VBS2. Obviously, the scenario should be designed so that the VBS2Fires Observer is able to observe the target area, although VBS2Combined Arms does not strictly enforce this.
